Rural Water Supply Sub-Department – This sub-department works to ensure water supply to every rural house, school, and anganwadi in the taluka under the Zilla Parishad. The approved water supply scheme at the district level will be implemented at the taluka level.
2. Objectives and Functions
Objectives
1. To implement local development – To carry out the work of implementing and giving practical shape to the development plans made at the Gram Panchayat level, with their priority being decided by the Panchayat Samiti.
2. To act as an intermediary in the decentralization of power – Panchayat Samiti at the block level and Zilla Parishad at the district level play an important role as a second level of administration and provide more support and all-round development.
3. Social justice and welfare – To implement welfare schemes for socially backward classes, women, children, and vulnerable groups through social welfare.
4. To ensure community participation and capacity building – To enable community participation in the development process of rural areas and build the capacity of local stakeholders through community participation. As per the Government Circular of the Rural Development Department dated 3rd March 2020, to resolve the issue of peoples complaints / physical assault in the taluka, on the first Friday of every month at 11:00 am, a gender sensitization workshop is conducted at the officer’s office, and efforts are made to resolve peoples complaints through meetings.
Functions
1. Planning and coordination – To prepare a comprehensive outline of the development plans prepared in the Gram Panchayat, to make available the necessary resources, and to make arrangements for the implementation of the plans.
2. Developmental works – Agriculture, irrigation, animal husbandry, fisheries, dairying, cooperative sector, improvement of roads, bridges, drinking water facilities – roads, public buildings, health and education facilities.
3. Social services and welfare – Primary education, women and child development, health, nutrition, prevention of diseases, and related activities.
4. Maintenance – Maintenance of the budget of the Gram Panchayat and making necessary changes as needed, utilization of funds as per the guidelines given.
5. Administration and budget management – To make rules for administration and other matters, to arrange for various grants and loans.
6. Other functions – Assistance in emergency situations like fire, floods, epidemics.
3. Focus and Vision
– Panchayat Samiti is one of the important units in India’s rural local self-government system. It works between Gram Panchayat and Zilla Parishad in the Panchayat Raj system. The Samiti works for the development of the village.

4. Schemes
1. Mahatma Gandhi National Rural Employment Guarantee Scheme – Providing basic facilities like roads, Pradhan Mantri roads, and employment to poor and non-poor families.
2. Pradhan Mantri Awas Yojana (Gramin) – Providing pucca houses to poor families and helping with home improvements.
3. National Rural Drinking Water Programme – Ensuring safe and secure drinking water supply, handpumps, borewells, and rainwater harvesting.
4. Economic Empowerment of Women – Anganwadi centers providing nutrition education and healthcare services to pregnant women and lactating mothers.
5. Agriculture-related schemes – Providing training to farmers, distributing seeds, facilitating water-saving irrigation through micro-irrigation, promoting organic farming. Organizing Kisan Mela and workshops.
6. Skill development and self-employment scheme – Training for youth and self-help groups (CMPKY) for women for livelihood and entrepreneurship.
5. Administrative Arrangements
1. Preparation of Development Plan – Compile the demands received from the Gram Panchayat and implement development. Carry out a need assessment of the plan at the block level.
2. Implementation of Government Schemes – Implement various schemes of the Central and State Governments (Jal Jeevan Mission, Prime Minister’s Awas Yojana).
3. Guidance to Gram Panchayat – Provide training to the office bearers of the Gram Panchayat on seeing and guiding the work.
4. Coordination of Key Departments – Coordination with departments like education, health, agriculture, women and child welfare, animal husbandry, etc.
5. Organization of Special Meetings in the Village – The Panchayat committee will take decisions at the level of the resolutions passed in the village meetings.
6. Monitoring and Financial Review – Audit expenses if there is no control over grants for various schemes.
6. Awards – To demonstrate the administrative efficiency and effectiveness of development programs at the Panchayat Samiti level, and innovations as per the directions of the state and central governments, awards are given. The purpose of these awards is to encourage Panchayat Samiti employees to perform well, motivate them, and take note of their work and other employees’ work.
