A) Introduction and Profile
The Panchayat Samiti of Karjat Taluka has been established under the Maharashtra Zilla Parishad and Panchayat Samitis Act, 1961 and functions as a local self-government institution at the block (taluka) level. It plays a vital role in rural development, local governance, and implementation of government schemes. The Panchayat Samiti acts as a link between the Gram Panchayats and the Zilla Parishad, ensuring coordinated planning and execution of development programs across the taluka.
Karjat Taluka covers a total geographical area of 651.2 square kilometers and comprises 202 villages under 55 Gram Panchayats. The total population of the taluka is 159,566. Agriculture is the primary occupation of the residents, with 13,221 hectares of land under cultivation. Out of this, 8,850 hectares are under paddy cultivation. The region receives an average annual rainfall of 3560 mm, which supports agricultural activities and rural livelihoods.
In terms of infrastructure and public services, the taluka has 6 Primary Health Centers and 38 Sub-Centers providing essential healthcare services to rural communities. There is 1 Veterinary Hospital along with 9 Category I and 6 Category II Veterinary Dispensaries supporting livestock development. The education sector includes 271 primary schools and 337 Anganwadis functioning under Child Development Projects 1 and 2, ensuring access to basic education and child welfare services.
The Panchayat Samiti functions through its own revenue sources such as taxes and fees, along with grants received from the Zilla Parishad and the State Government. It aims to promote sustainable development, strengthen local governance, and improve the quality of life of rural citizens.
B) Administrative Structure and Functions:-
The administrative head of the Panchayat Samiti is the Block Development Officer (BDO). The BDO is responsible for implementing the resolutions passed by the Panchayat Samiti, supervising development works at the block level, and ensuring proper execution of various departmental schemes. The BDO also monitors the functioning of Gram Panchayats and acts as the First Appellate Authority in administrative matters. As per Section 98(1) of the Act, the BDO has powers to sanction leave for Class III and IV employees, call for reports and records, maintain custody of official documents, withdraw and disburse grants, and exercise executive authority for implementation of provisions of the Act.
The Assistant Block Development Officer supports the BDO in administrative responsibilities. The officer handles grievance redressal of Gram Panchayats, prepares confidential reports of officers from departments such as Social Welfare, Agriculture, Animal Husbandry, and Child Development Projects, and functions as the Public Information Officer under the Right to Information Act. The officer also serves as the First Appellate Authority for RTI matters related to Gram Panchayats.
The Panchayat Samiti consists of various departments including General Administration, Finance, Gram Panchayat, Public Works, Agriculture, Animal Husbandry, Social Welfare, Health, Water Supply and Sanitation, Maharashtra State Rural Livelihood Mission, Prime Minister Housing Scheme, and the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). In addition, offices such as the Taluka Health Officer, Education Department, Zilla Parishad Sub-Divisions (Works, Minor Irrigation, Rural Water Supply), and Child Development Project Offices function within the taluka framework.
Through coordinated planning, supervision, and monitoring, the Panchayat Samiti ensures effective delivery of public services and implementation of development programs at the grassroots level.
C) Objectives and Major Schemes:-
The primary objective of the Panchayat Samiti is to promote rural development and improve socio-economic conditions in the taluka. Its key objectives include development of rural infrastructure such as roads, water supply systems, and sanitation facilities; promotion of agricultural growth by providing modern technology, quality seeds, and fertilizers; strengthening primary education and maintaining school infrastructure; improving rural healthcare services; and implementing social welfare programs for weaker sections of society. The Panchayat Samiti also emphasizes women and child development by organizing welfare programs and ensuring effective implementation of child nutrition and maternal health schemes.
Several major schemes are implemented through the Panchayat Samiti. Under the Social Welfare Department, funds from the 20% cess are utilized for schemes benefiting backward classes, Scheduled Castes, and Neo-Buddhist communities. Under the 5% Divyang Welfare provision, schemes are implemented for beneficiaries with more than 40% disability. The Agriculture Department implements programs such as the National Biogas and Organic Manure Management Programme, Dr. Babasaheb Ambedkar Krishi Swavalamban Yojana, and Birsa Munda Krishi Kranti Yojana to promote sustainable agriculture.
Housing assistance is provided through schemes such as Ramai Awas Yojana, Shabari Tribal Housing Scheme, and other housing initiatives for economically weaker sections. Women and child welfare schemes include Mukhyamantri Ladki Bahin Yojana and Pradhan Mantri Matru Vandana Yojana. The Water Supply and Sanitation Department ensures household tap water connections, construction of toilets, wastewater management, and solid waste management in rural areas. Under MGNREGA, rural households are provided guaranteed wage employment for up to 100 days per year.
Through these coordinated efforts, the Panchayat Samiti of Karjat Taluka continues to work towards inclusive growth, rural empowerment, and sustainable development for all sections of society.
